Land use policy shapes the physical, cultural and fiscal character of a community, often within an uncertain future. Build-out analysis allows quantification of the impacts of a community's full development under current zoning on such important issues as water supply, wastewater treatment, farmland preservation, rural character protection and habitat conservation.
